Why orochimaru evil
They all deserved better than that. Even though Orochimaru has scaled back his operations and their actions, he hasn't stopped experimenting.
He may not be attacking villages anymore, but he's still mixing ninja power with science to try to make himself a form of immortal. Living a very long time doesn't seem to satisfy him. He feels like his genius should be eternal. Maybe it'd be fine if his methods were ethical, but that hasn't changed even if it involves less murder. After all, cloning is a pretty big gray area, especially if he's raising them to be possible vessels for him when his current body fails. In the thick of Naruto , Orochimaru wasn't on the best terms with either powerful ninja.
Naruto saw him as the evil Sannin that ended the life of his Hokage. Sasuke used him to get more power, but then rejected him when Orochimaru tried to make him a new vessel.
They both were at severe odds with the snake Sannin. And that's the bare minimum, there was so much more he did to ruin both of their lives. However, when Boruto comes around, Sasuke, Naruto, and Orochimaru are on much better terms.
Not great ones; they don't exactly trust him. But once they know Mitsuki is his, they don't block the young teen from their school.
Instead, they let him in as long as Orochimaru keeps himself in check. The shadiest thing Orochimaru is still doing in Boruto is manipulating those closest to him, still proving he does not have the best intentions.
Even if it includes less bloody sacrifices, his victims now are his own sons. Orochimaru runs a cloning system, trying to raise powerful ninja loyal to him. Also, they can serve as vessels if he needs them. His full intentions with his sons don't seem fully clear, but they're not great. Considering one son turned from him, Log, and his younger son, Mitsuki, doesn't trust him, Orochimaru is no paragon of redemption.

Another powerful villain worth mentioning is the fearsome Kisame Hoshikage, a missing ninja from Kirigakure. He was a vicious, thuggish person who would carry out every mission without fail and do whatever it took to win.
He would even attack his own teammates. Kisame's abilities made him a troublesome foe as he could simply absorb chakra-based attacks with his Samehada sword, a living blade. In the end, though, Kisame killed himself in order to fulfill the mission, putting an end to his rampage. For a long time, Gaara's father once the Kazekage was remembered for being a villain, a cruel man who put the one-tailed Shukaku in his own son and treated him as a monster and a freak.
Gaara felt that he owed very little to Rasa, but during the Fourth Great Shinobi War, they came face to face thanks to the revival jutsu. Rasa always knew that Gaara's mother's love gave Gaara true strength, and he sincerely regretted all the pain and isolation he put Gaara through. He took this chance to entrust the entire Sand Village to Gaara, and recognized him as a great hero. Many members of the Akatsuki organization were bad to the bone, and that certainly includes the crude and vicious Hidan , a ninja from the hidden San village.
For years on end, Hidan's life was defined by the presence of death and hell itself, and he joined the cult of Jashin, too. This is no ordinary cult, and it granted Hidan true immortality. During his time with the Akatsuki, Hidan was a bloodthirsty, foul-mouthed and immature thug, and he took great pleasure in tormenting his Leaf Village opponents.
In fact, it was he who killed Asumi Sarutobi. Konan was a part of Yahiko and Nagato's team during their Rain Village days, and she learned much from Jiraiya in her girlhood. She later became a part of the modern Akatsuki organization, often acting as Nagato's personal bodyguard. Her fighting style is largely based on paper and origami. All this made Konan a villain, but in practice, she wasn't so evil after all. She was inspired when Naruto swayed Nagato's heart, and Konan later became a major figure in Rain Village affairs.
She no longer wants anything to do with Madara Uchiha's grand plans. This particular Sound Village genin appeared during the chunin exam arc , along with his teammates Dosu Kinuta and Kin Tsuchi, to test Sasuke Uchiha's powers.
Zaku took great pleasure in his mission, bullying and mocking anyone who got in his way. He was delighted when Sasuke stepped forth to fight him. Zaku was arrogant and boastful with his enhanced sonic jutsu, but he met his match against curse mark Sasuke, and he swiftly lost to Shino Aburame in the prelims.
Zaku was furious and humiliated, and then he was sacrificed to Orochimaru. He didn't get a chance to redeem himself, but did he even deserve one? Maybe not. For a time, the fan-toting Sand ninja Temari was a villain, fighting alongside her brothers Gaara and Kankuro in the chunin exam arc and beating up anyone who got in her way. Temari wasn't evil, but in Naruto's eyes, she was an antagonist, and he didn't like her attitude.
At the time, Temari was a bully, taking great pleasure in pummeling Tenten and mocking all her enemies and the Leaf Village as a whole. She had a change of heart at the same time as Gaara, though, and soon became a vital part of the Sand-Leaf alliance. Kakuzu was the Akatsuki partner to Hidan, and they were constantly at each other's throats.
Both of them were vile people, and there was no chance of redemption for either one of them. But they did have one thing in common: the quest for immorality. Hidan became immortal through the cult of Jashin, while Kakuzu was more like a sewn-together monstrosity. After using his Transference Ritual on a White Zetsu , obtaining Hashirama's DNA as a result, Orochimaru's influence on reanimated ninja intensified though Hashirama himself is immune to his control , this allowed Orochimaru to revive and control anyone at near their full power other than Hashirama, and presumably Madara.
Orochimaru is one of the few to ever master all 5 Nature Transformations. His skill in Wind Release can create a powerful gust of wind and he is powerful enough with Fire Release to burn Naruto while he was augmented by Kyuubi. With Earth Release, he is able to create a copy of himself out of mud to fight for his behalf. Orochimaru's mastery of Ninjutsu also extends to being masterful in more esoteric field such as Genjutsu, capable of binding the likes of Sasuke and Sakura at once with ease despite their own resistance to it and creating genjutsu pills strong enough to subdue the Eight Tails Jinchuruki along with the Tailed Beast itself, Space-Time Ninjutsu, creating a technique capable of transporting and trapping the souls of others in a barrier, and Barrier Ninjutsu, capable of conjuring a barrier that melts anything inside it.
However, by combining Sage Chakra with the enzyme provided by Jugo, he was able to create the Cursed seals and the increased power it grants. Having branded his Curse Marks on Anko, Sasuke, Kimimaro , Sakon and Ukon , Tayuya , Jirobo , Kidomaru , Orochimaru essentially gave them each a piece of his consciousness that would be used to recreate his physical form if destroyed or disposed of.
Despite the limitation, he does have enough knowledge to both release another person's Sage Mode and absorb the senjutsu chakra inside them as seen with Kabuto. Orochimaru's greatest asset is perhaps his extreme intellect. He is an extraordinary planner and manipulator, having evaded capture from both Konoha and the Akatsuki, all the while setting up a network of fully supplied hideouts throughout various countries.
He was also able to manipulate the entire village of Sunagakure into invading Konoha, by posing as the Fourth Kazekage without anyone noticing, having killed the real one before the invasion.
He is an exceptional leader with great charisma, capable of manipulating multiple people into becoming his willing pawns and guinea pigs for his experiments, using a combination of manipulation, insight into a victim's past and the promise of power to gain their loyalty. The greatest examples of this are Kabuto and Kimimaro, who idolised the Sannin and showed nothing but absolute loyalty and respect for him.
Out of the greatest of his incredible intellectual talents is his incredible mastery of science: He is capable of genetically modifying and cloning other test subjects. Most notably, Orochimaru was able to rewrite Yamato's DNA to match that of Hashirama's in the attempt to recreate his considerable powers. Although Yamato survived the procedure, he was a success among many failures.
The horn itself not only grew to its original size, but also produced vast amounts of chakra identical to the latter. Kabuto once noted that, in order to prevent anyone from gaining knowledge from his test subjects, Orochimaru could protect the cellular structure of his experiments. In the anime, Orochimaru also showed himself advanced in mechanical engineering, able to produce a sophisticated robot with advanced weaponry and physical parameters, and a replica of the Nine-Tails with just as much power as the original.
